Who should be held responsible when a child commits a crime because of “peer pressure”?

I believe that regardless of what type of crime the kid committed, the parents should be held accountable to some degree. Until the kid reaches adulthood (18 in Philly), it's the parent's responsibility and duty to know what their kids are doing; not the cops, neighbors, siblings, or the system. That is one of the major problems of today: the lack of parental guidance and discipline in a child's life.
